of "THE RESERVED AREA" except so far as may be necessary to raise money upon debentures for the purpose of floating the scheme to develop "THE RESERVED AREA" and except in so far as it may be necessary to charge any portion of "THE RESERVED AREA" to secure any sub-lessee participating in a Provident Purchase Scheme here- -inafter mentioned, without the consent of the Governor-in-Council: and every sub-lease of any portion of "THE RESERVED AREA" shall contain a clause prohibiting the sub-lessee from mortgaging or charging or transferring his interest in any portion in any manner whatsoever.
(R1). The sub-lessees shall have the privilege of participating in a
Provident Purchase Scheme to be organised and controlled by the Lessees of the Reserved Area whereby on payment of a monthly instalment extending over a period of not less than 25 years the sub-lessees shall become the omers of the portion of "THE RE- -SERVED AREA" and the buildings thereon comprised in their sub- -lease as Lessees of the Crown for the remainder of the term of 75 years of ani subject to the terms and conditions of the Crow Lease of the Reserved Area granted to the Lesseer.
($). In the event of the Lessees sub-leasing any portion of "THE
RESERVED AREA' such sub-lease (which sub-lease shall be in a form to be approved of by the Government) shall contain a condition prohibiting the sub-lesses from disposing of such portion at any enhancement in price other than such as is justified by expenditure which the sub-lessee may have incurred in making permanent im- -provements on such portion. In the event of any dispute arising as to what are such permanent improvements or as to the value of such permanent improvements in each case the matter shall be referred to the Director of Public Works whose decision shall be final and binding on all parties concerned.
(T). In the event of any sub-lessee desiring to dispose of his sub-
lease to any person other than of Portuguese Extraction he must first obtain the sanction in writing of the Lessees of "THE RESERVED AREA" and of the Governor-in-Council.
(U). In the event of any sub-lessee becoming bankrupt or insolvent, his
